On 3 April 2008, after an informal trilogue between the Commission, the Council and the Parliament, the agreement on the amended proposal for a Regulation on the further implementation of Galileo was reached which, if
confirmed by Ministers, would allow quick progress.

The Galileo Surveillance Authority GSA would stay under the Commission control and prepare the marketing of the system once it comes close to the deployment phase. Along side the GSA, a new structure Galileo Inter Institutional Panel (GIP) will be created consisting of three representatives from Council and Parliament and one from the Commission.

The panel would meet once a year to establish the
annual programme, the international relations, the governance and attribution of contracts and follow the progress on the overall implementation.

The plenary vote in Parliament is scheduled during this spring.
